Abstrak

The government pays special attention to the education sector, including children with special needs (ABK), because special education services that are able to accommodate their learning process are still very minimal. Through the Republic of Indonesia Minister of National Education Regulation No. 70 of 2009 concerning inclusive education services, an education provider system that provides opportunities for all students with disabilities to participate in learning together with other normal children. This aims to not be discriminatory towards crew members and to realize education for all.

This research uses a qualitative approach with the type of Library Research, using five data collection techniques. namely a) Reading and taking notes on literature or books, b) Managing research materials, c) Constructing from various sources such as books, journals and existing research, d) Documenting via photos, videos, USB, etc.  e) Using data recording tools in the form of working bibliographic instruments and coding tables. Meanwhile, data analysis was carried out by means of content analysis.

The research results show that there are still villages in Indonesia where not all children with special needs can access educational services because of the very long distance. However, some regular schools provide special services for children with special needs. In carrying out inclusive education services, schools need to know the characteristics of children with special needs, have teaching staff who are capable and understand how to handle them, have adequate facilities and infrastructure and also need support from parties outside the school. Apart from that, schools must also pay attention to appropriate teaching strategies, good classroom management, and curriculum modifications that are appropriate for children with special needs.
