الملخص

Learning evaluation is a crucial component in the educational system that plays a significant role in assessing the effectiveness of both the learning process and student outcomes. This study aims to examine the fundamental concepts of learning evaluation and to identify the challe nges in its practical implementation. The research employed a literature review method by analyzing relevant sources from academic books and scientific journals. The findings reveal that learning evaluation is a systematic process that includes measurement, assessment, and evaluation in determining the achievement of learning objectives comprehensive ly. However, in practice, several issues still exist, such as the dominance of outcome-based evaluation over process evaluation, limited understanding of evaluation concepts among educators, and insufficient attention to safety aspects in learning activities, particularly in experimental settings. Therefore, a more comprehensive evaluation approach is required by integrating process evaluation, safety principles, and modern approaches such as assessment for learning and assessment as learning. In conclusio n, effective learning evaluation can function not only as a measurement tool but also as a means of reflection, instructional improvement, and continuous enhancement of educational quality.
