Prosedur Pengembangan Evaluasi dalam Meningkatkan Mutu Pembelajaran

Abstrak

The application of procedures for developing learning evaluations aims to produce assessment instruments that are valid, reliable, and fair for all students. Systematic and well-planned procedures are essential to ensure that the evaluation yields results aligned with established learning objectives. The development procedure comprises the following steps: 1) planning, which includes defining objectives, creating a test blueprint, and selecting the instrument format; 2) instrument development, involving drafting questions, creating scoring guidelines, and expert validation (content validity); 3) piloting and analysis, conducting a limited test to determine validity, reliability, difficulty level, and discriminating power; 4) implementation and processing, administering the evaluation to students, grading answers, and converting raw scores into final grades; and 5) reporting and follow-up, compiling learning outcome reports and determining remedial or enrichment programs.
